The best way to find out if you can apply for your visa online is to visit the embassy/consulate website of the country you want to visit that is in your country. You will find information on how to apply online there. It also helps if your country produces biometric passports - if you don't have a biometric passport, it is unlikely that you will be able to apply for your visa online.
